Make sure that you are working in the selection area because the tool will work only inside the selection. If there is no selection then Photoshop can be applied anywhere. To check if there is an active selection, go to the menu and choose Select to see if Deselect option is active.

The selection border may be hidden. Choose Select and note if Hide Edges is outlined.

 If the image has layers, then the selection can only be applied to the highlighted layer. Brushes, tools and filters will not always work as intended or will work on a layer that is not intended to be worked on.
